Topic: Russia – China Relations

Speaker: Dr. Bob Hamilton

Overview:

Dr. Robert E. Hamilton is a retired Army officer and research professor of Eurasian studies at the U.S Army War College.

Dr. Hamilton has twice served in the U.S. Embassy to the former Soviet Union country of Georgia, which straddles Europe and Asia and, like Ukraine, has experienced hostility from Russia for seeking closer ties with the West. A career military specialist on Eurasia, Dr. Hamilton is well versed on the region’s political and economic challenges. Among his recent articles:

  • Russia’s Attempts to Undermine Democracy in the West: Effects and Causes.
  • Biden’s National Security Strategy: A New Era in Eurasia.
  • Taking Stock of U.S. Military Assistance in Georgia.

A 1988 West Point graduate, Dr. Hamilton served at various Army posts before being assigned in 2002 to the U.S. Central Command (CENTCOM) at MacDill Air Force Base in Florida, from where he was a war planner for Operation Iraqi Freedom, first in Qatar and later in Uzbekistan.

In 2005-2006, Dr. Hamilton served as the chief of regional engagement for the Combined Forces Command, Afghanistan. From 2006 to 2008, he was chief of the Office of Defense Cooperation in Tbilisi, Georgia’s capital.

In 2008-2009, Dr. Hamilton was the U.S. Army Fellow at the Center for Strategic and International Studies. He joined the War College faculty in 2001 and has remained there since, except for a two-year assignment as deputy chief of the Security Assistance Office at the Office of Defense Representative-Pakistan.

In addition to his teaching duties, Dr. Hamilton has served as the U.S. Department of Defense Russia policy advisor to the International Syria Support Group in Geneva, as the chief of assessments for the NATO Special Operations Component Command-Afghanistan, and as chief of the Russian De-confliction Cell at Combined Joint Task Force-Operation Inherent Resolves.

Dr. Hamilton earned a master’s degree in Russian studies and a doctorate degree in international relations, both from the University of Virginia. He retired from the Army in 2018 and became a full-time member of the War College faculty.
